planners in Chaiyi City have taken a page out of the "pedestrian
paradise" urban design manuals in Tokyo and Taipei and turned
the city's famous Culture Road into an evening-time experiment in
traffic control. Seven days a week, from 7 pm to 11 pm, cars are
now prohibited on the 10 block-long shopping street, with only bicycles,
motor-scooters and pedestrians allowed. The result is a much more
relaxed atmosphere. It's worth a visit, with many bargains and tasty
Chiayi dishes on tap as well. If all goes according to plans, the
area may become completely free of car, truck and scooter traffic
